Streszczenie

Prognozy rozwoju sektora transportowego do 2030 roku przedstawione w opracowanej przez Ministerstwo Transportu, Budownictwa i Gospodarki Morskiej „Strategii rozwoju transportu do 2020 roku (z perspektywą do 2030 roku)” (2013) wskazują, że zapotrzebowanie na przewozy towarów wzrośnie o około 54 do 66% (minimalny i maksymalny), a popyt na przewóz osób wzrośnie o około 40 do 58%. Istotnym problemem związanym z ciągłym rozwojem sektora transportowego jest właściwa ocena efektywności poszczególnych instrumentów regulacji i polityk wdrażanych przez państwa w sektorze transportu, które bezpośrednio wpływają na poziom zapotrzebowania na paliwa i energię oraz emisję zanieczyszczeń atmosferycznych i gazów cieplarnianych. Rozwój sektora transportowego, w tak nakreślonym kontekście, stanowi jeden z głównych obszarów zainteresowań światowych centrów naukowo-badawczych. Ponieważ sektor transportu oraz relacje występujące zarówno w tym sektorze jak i w połączeniu z innymi sektorami są zbyt złożone, aby badania tego typu mogły być prowadzone jedynie metodami jakościowymi, konieczne jest zastosowanie odpowiednich narzędzi, które pozwolą także na ocenę ilościową opisywanych zjawisk. W Polsce nie prowadzono jak dotąd badań rozwoju sektora transportowego, w odniesieniu do popytu na paliwa i energię oraz emisji zanieczyszczeń, z wykorzystaniem zaawansowanych modeli matematycznych, uwzględniając specyficzne warunki krajowe. Celem artykułu jest zatem przedstawienie założeń dla implementacji jednego z kluczowych modeli tego typu dla specyficznych warunków Polski. W artykule przedstawiono podstawy metodyczne konstrukcji modelu oraz uwarunkowania jego implementacji dla aktualnych warunków krajowych.

Abstract

The forecasts of development of the transport sector by 2030, set out in the document prepared by the Ministry of Transport, Construction and Maritime Economy entitled: “Transport Development Strategy until 2020 (with the prospect of 2030)” indicate that the demand for transportation of goods will increase by about 54 to 66% (minimum and maximum respectively), and the demand for passenger transport will increase by about 40 to 58% (minimum and maximum respectively). A major concern associated with the continuous development of the transport sector is the proper assessment of the effectiveness of various policy instruments and regulations implemented by the state in the transport sector, which directly affect the level of demand for fuels and energy carriers, and consequently the emissions of air pollutants and greenhouse gases. The development of the transport sector, in this context, is one of the main areas of interest of the global research groups. Since the transport sector and the relationships existing within this sector and linked with other sectors are too complex to study based on the qualitative methods, it is necessary to apply appropriate tools, which will also allow to carry out a quantitative analysis. However, in Poland there have not been almost any research on the development of the transport sector (in the context of the demand for fuels and energy carriers and emissions) with the application of advanced mathematical models that take into account current specific national conditions. Therefore, this paper intended to provide general guidelines for the implementation of one of the key models of this type for the specific Polish conditions. The article presents the methodological basis for the construction of the model and its implementation, considering current conditions of the Polish transport sector.
