Streszczenie
Jednym z podstawowych etapów procesu inwestycyjnego dróg publicznych jest nabywanie gruntów. Zagadnienie to w praktyce powoduje liczne problemy geodezyjno-prawne oraz wpływa na długotrwałość inwestycji. Z uwagi na konieczność przyspieszenia rozbudowy infrastruktury drogowej wprowadzono nowe uregulowania prawne, m.in. w zakresie pozyskiwania gruntów na cele budowy dróg. W artykule przeanalizowano sposoby nabywania gruntów pod inwestycje drogowe od 1 stycznia 1991 r. do 15 grudnia 2006 r., uwzględniając zmiany legislacyjne w omawianym okresie.
Abstract
One of the basic stages of the investment process in public roads is acquiring of the land. This issue in practice causes numerous geodetic and legal problems and prolongs the investment. Due to the necessity of the acceleration of the development of road infrastructure, new legal regulations were introduced, including acquiring the land for the road construction. The article presents the ways of acquiring the grounds for road investments starting from 1st January 1991 till 15th December 2006, regarding legislation changes in the presented period.
