Streszczenie
Współczesny kataster to nie tylko instytucja i metoda rejestrująca grunty i służąca głównie celom podatkowym, ale przede wszystkim nowoczesny rejestr nieruchomości gruntowych, budynkowych i lokalowych. Stworzenie takiego nowoczesnego systemu jest wyzwaniem dla zajmujących się tym problemem. Jedną z możliwości stworzenia takiego systemu jest metoda polegająca na integrowaniu różnych źródeł informacji o terenie, głównie w zakresie rejestracji stanu faktycznego, prawnego i fiskalnego dotyczącego nieruchomości. Ukazanie tej idei jest zasadniczym celem publikacji. Na bazie doświadczeń i propozycji, zebranych głównie w programie "Kataster 2014", w publikacji zostały zatem przedstawione podstawowe założenia dla funkcjonowania takiego systemu katastralnego w Polsce. Wykorzystują one zasadę cząstkowej integracji systemu ewidencji gruntów i budynków, systemu ksiąg wieczystych oraz systemu fiskalnego. Taka integracja umożliwi stworzenie katastru nieruchomości, spełniającego funkcję katastru wielozadaniowego, który wypełniałby rolę źródła informacji o terenie w zakresie nieruchomości.
Abstract
Modern cadastre is not only an institution and method of registering grounds and serving mainly for tax aims, but first of all is a modern register of grounds, buildings and apartments real estate. How to create such a modern cadastre is a challenge for many people, dealing with this problem. One of the possibility of creating such a system is a method, depending on integrating various terrain information sources, mainly at the range of registering factual, legal and fiscal real estate status. Showing such an idea is the main aim of the paper. Thus, on the base of experiences and proposals, compiled mainly within the program "Cadastre 2014", fundamental assumptions for functioning such a system in Poland, have been showed. They use a rule depending on partial integration of cadastre, land register and fiscal register. Such integration will enable creating real estate cadastre, playing multipurpose cadastre function and fulfilling a role of real estate terrain information source.
