Abstract
Urban road-lighting modernization at city scale demands fast, repeatable evaluation of large configuration spaces across thousands of heterogeneous segments, which makes standards-compliant photometric optimization impractical to run exhaustively. In professional practice, redesign is therefore often executed in a manual, segment-by-segment workflow: each road segment is transferred into a dedicated tool, geometrically modeled, parametrized, and iteratively verified against the applicable standard, which becomes prohibitive at network scale. This paper demonstrates the practical use of Similarity and Conformity Graphs as an acceleration layer that replaces segment-by-segment analysis with an aggregation-first workflow. Comparable segments are grouped into conforming aggregates, and optimization and high-fidelity photometric evaluation are performed primarily for representative cases, reducing the number of required evaluations by several- to over an order-of-magnitude depending on the adopted strategy. Experiments on a real municipal investment dataset and three planning variants show that the conformity limit provides tunable accuracy and drives the estimated installed power toward the reference optimum, while substantially reducing the number of segments that require manual processing. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2026.
