Abstract

Disasters that result from a complex combination of natural hazards and human actions, most often result in damage to infrastructure, in particular in built-up areas and in transport infrastructure. Transport infrastructure is critical for transporting the necessary humanitarian aid to affected communities and starting the reconstruction process. The paper is focused on an intelligent transport system concept for post - disaster infrastructure under reconstruction. On the basis of the information on needs in the field of humanitarian aid for the affected communities, the concept of a system of effective transport that fits into the existing infrastructure, terrain, climatic and environmental conditions was developed. In the construction of a flexible transport system in dynamically variable unpredictable conditions, it seems advisable to use tools of the intelligent type working on large databases (big data) acquired using information and communications technology (telematics, ICT). © 2019, Springer Nature Switzerland AG.
